I’ve already replaced my computer’s OS from MCE and revert it back to Windows XP Professional but as far as I can remember MCE uses CD/DVD burning software from Roxio, but I was not able to test this feature. As far as DVD movie playback is concerned, there is this article from http://www.gamepc.com/ that says that MCE does not include the necessary DVD decoding packs with the default installation and you must install a third party DVD decoding in order to playback DVD movies.
